Can "Add bones" apply on shape layer?

Hello, might I ask if the "Add bones" can apply on shape layer and function well?
Cos I have make small test, the left one is apply it on AI layer, the right one is apply it on shape layer, while the parent & Link are same. However, the shape layer detected when changing value on FK (upper and lower controller). Is this mean "Add bones" is not perfect for shape layer?
Please tell me anyone have idea on it~~ many thanks!
