I've played with both the General Motion and the Walk Speed parameters in the walk cycle settings, but neither seem to change the PACE of the walk. Not distance traveled, but STEPS PER MINUTE (or second). They seem to change the length of the step. I want to slow down the RATE of steps... how can I do that?

Either use the general motion value (quick and dirty) or change the character height.
The cycle duration always depends on the height of the character, not their speed. The reason why children have a faster pace, as weel as mices compared to elephants.
