Walk cycle disconnects hands

Using the walk cycle for a character and want her to raise her hand as she's walking. The walk cycle seems to disconnect the controller from the hand. I tried moving the foot, spine, etc and all of those worked, it's only the hands that get disconnected.
I'm going to do a work around and not include the arm in the walk cycle, and animate the arm on it's own.
But shouldn't I be able to still use the controllers even in a walk cycle?
